Receiving on the tongue from an EMHC

I was speaking to a fellow parishioner this morning. We work together and I've known him for years so I felt quite comfortable asking him why he would receive on the tongue from an Extraordinary Minister of Holy Communion. Normally he receives on the tongue from the priest but yesterday he couldn't. It makes no sense to me to receive on the tongue from one whose hands are not consecrated. What say you?
